The data entry and processing
sector
achievements
The data entry and processing sector has been constituted in 29/3/2009, by the
administrative order No. 77/2009 where the core working cadres was selected in
the three stages (scanning, general auditing and coding), appropriate with the
importance of this sector to success the census operation by using the modern
experience of data entry for the census forms through the scanner and programs
of Intelligent Character Recognition ICR.
The achievements from working sector:
1.
The
plans and timing schedules of IT sectors courses had been drawn and the number
of trained cadres for each training course through workshops that has been held
with Egyptian side at the beginning of the preparation for census.
2.
The
number of servers and computers were calculated with identify their
specifications and requirements of network and other accessories to suit the
time period required for the extraction of census results.
3.
Network diagram has been designed for the work stages shows a
link between stages within the sector and the transmission of data from one
stage to another.
4.
Schemes of sector’s building have been drawn to suit and flow of
work between phases and have been coordinated with the administrative sector to
put partitions and provision of building with requirements of electrical power,
desktop furniture and chairs to accommodate the number of workers.
5.
Cadres
of the sector participated in the pre-enumeration experience that had been
carried out and reflected positively
on the understanding of the forms and
nature of the errors obtained when fill out it, which may be the reason for not
recognize of Intelligent Character Recognition program to its content.
6.
Developing knowledge through the Egyptian experience of census
and workshops held in collaboration with the United Nations Population Fund to
see the experiences of other countries by using the modern approach of
intelligent entry of forms, have been adopted of ICR technology for the data
census entry
7.
The
specifications of the modern scanners Fujitsu fi-5900C was identified
and follow-up of the contract
processing of provision twenty scanners for census.
8.
Participating in the contract processing which occurred between
the United Nations Population Fund and the provider company for programs of
Intelligent Character Recognition ICR (GET Company) in the interest of Iraqi
population census on 150 licenses from the program distributed on dingle for
each fifteen licenses.
9.
Ten employees within IT sectors of COSIT have been trained on
Oracle 10g program in preparation of Egypt sessions for stages of (scanner,
general auditing, Coding, processing and output results).
10.
Four
employees of sector’s cadres had been trained on SQL Server for preparing them
to train in Egypt in the automated coding stage.
11.
Put the
pilot census plan in respect of the sector for the requirements and timing.
12.
It has
been coordination with Egyptian side with regard to curricula and period of
courses that will be held in the Central Agency for Public Mobilization and
Statistics.
13.
Workshops that established in Egypt related to the two stages scanner and
auditing has been completed and follow by coding stage which start the work with
sector at the end of its workshop in Cairo.
14.
ICR
program has been installed on the server and client to test it, and templates
have been designed for printed forms.
15.
Conduct
training course for the program on forms (forms scanner, monitoring of scanner
quality, intelligent character recognition ICR,
Auditing and save data in the database.
16.
Instructions and rules to fill out forms has been set up to suit ICR program
depending on what was conclusion on registers of the pre-test census that had
been entry and processed through the scanner session implemented on a sample
from Baghdad.
